Thanks for the feedback. So my direction is to upgrade first to 2.7.2. This would be compatible for both Win 7 and Win 10. Get the Win 10 Functioning at 2.7.2 them move to the 2.8.0. Have a good working Win 7 pro Flex 3000 running 2.6.4, vendor 1c2d, Product2,SDK 4.1.1.15782 with firmware app 2.1.3.4. no issues. I am dual booting with Win7 pro/ Win 10 pro.
